Is there a product that will nutralize cat odors on lawns and garden areas also any natural deterrants that w?

Some Cats are deficatuin on my Neighbors lawn and in his planter area near his front door. I can not controll all the cats in the neighborhood, but wondered if there was a way to deter them from this habit as well as anything I could use to Neutralize the odors in outdoor areas my neighbor is complaining about.. P.S. I don't blame Him .. HELP!!!??
